An adjustment for Utility tax liability arising under Federal Tax Reform Act of
1986 equal to 34.8% of the reasonable cost or value of each installation for which
the Company accepts ownership will be applicable. The applicant shall provide proof
of the cost of such facilities in such detail as the Company may reasonably request.
