General Service Rates:
Effective with bills rendered on or after Feb. 1, 2008

CVPS provides electric service under price schedules, known as rates, filed with and accepted by the Vermont Public Service Board. NOTE: Some rate classes, including Rates 4, 5 and 10, have minimum terms of service, which are noted within each rate description.

We're pleased to say our rates are the lowest in New England among major utilities.

This page is meant to convey a summary of rates, terms and conditions normally used by larger customers. In the event of a difference between this page and the tarriff, the terms of the tarriff control.

All rates are subject to an Energy Efficiency Charge (EEC), which funds energy efficiency services provided by Efficiency Vermont, the independent statewide energy efficiency utility. The rates shown on this page are also subject to Vermont’s sales tax.

RATE 2: General Service
This rate is for general purposes and is available to customers whose wiring is so arranged that all service received under this rate shall be taken through one transformer or bank of transformers, except where the customer elects to provide all additional transformers or banks of transformers other than those owned by the company as of Jan. 1, 1981, and shall be measured through one meter. Service will be single-phase or three-phase, as available. This rate is not applicable to customers whose requirements exceed an average of 15,000 kWh during the billing months of December, January, February and March.

CV will measure and record the customer’s maximum demand when one or more of the following conditions are met:

  • The customer’s consumption exceeds 1,800 kWh per month for two consecutive months.
  • The customer’s connected load is 8 kW or more.
  • The customer’s maximum demand is 5 kW or more.

If the customer’s maximum demand during the months of December through March reaches 100 kW or greater, the minimum demand for billing during the next 11 months will not be less than 60 percent of that value.

When the maximum demand established during any billing period shall be 500 kW or greater, the billing demand applicable to the next 11 months shall not be less than 100 percent of that value.

Effective with bills rendered until March 31, 2008: If the customer’s power factor is less than 85 percent, the right is reserved to use 85 percent of the kilovolt amperes in the determination of the demand.

Effective with bills rendered April 1, 2008 and beyond: If the customer's power factor is less than 90 percent, the right is reserved to use 90 percent of the kilovolt amperes in the determination of demand.

Whenever metering is at a primary distribution voltage, the kWh consumption shall be reduced by 3 percent. If the customer furnishes all transformer and substation facilities, a credit of $0.15 per kW of billing demand will be allowed.

If the use of energy is intermittent or subject to severe fluctuation, the company reserves the right to base the measured demand upon a period of less than 15 minutes.

If a customer’s service is single-phase, and the maximum demand does not exceed 25 kW, the customer may take service without a minimum term. If the customer’s service is three-phase and/or the demand exceeds 25 kW, the customer is required to continue service for a minimum of 12 months.

To terminate service, these customers must notify CV by letter at least 60 days before the requested termination date.

RATE 2

Except that, where demand is measured, the following demand and energy changes shall apply:

"A" 3.0 x (peak kW demand - 5 kW) x the number of days in the current billing period. When peak kW demand is less than 5, "A"=0.

RATE 3: Off-peak water heating
This rate is available at least 15 hours per day with interruptions of not more than five hours in any 10-hour period. The 15 hours during which service is available are not the same for all customers. The maximum capacity of the heating elements connected to the company’s system at any time is limited to 60 watts per gallon of water storage capacity or 4,500 watts, whichever is greater.

RATE 4: Primary Service
Electric power shall be single- or three-phase, 60 cycle delivered and measured at one point through one meter from a distribution line at a nominal voltage of 2.4 to 34.5 kV. Customers receiving service under the provisions of this rate shall own and maintain all required transformers, voltage regulation equipment, protective devices and all associated structures required to utilize the company’s service.

Rate 4 is divided into peak and off-peak hours. Peak hours shall be a period of 16 consecutive hours between the hours of 5 a.m. and 11 p.m. EST (or EDT) each day excluding Saturday and Sunday. All other hours shall be designated as off-peak hours. For billing purposes, demand during peak hours shall not be less than 100 kW. There is no minimum demand during off-peak hours.

Demand charges are divided into the portion relating to power production charges and those relating to transmission and distribution-related charges. The transmission and distribution-related charge for both the peak and off-peak hours has a minimum billing feature: the customer is billed for the maximum demand established during the current period (during both peak and off-peak hours) or any one of the prior 11 months, whichever is greater. In addition, production-related demand charges will be applied to the current monthly peak and off-peak demands.

Effective with bills rendered until March 31, 2008: When the customer’s average lagging power factor for any month is below 85 percent, there shall be an additional charge.

Effective with bills rendered April 1, 2008 and beyond: When the customer's average lagging power factor for any month is below 90 percent, there shall be an additional charge.

Rate 4 customers must stay on this rate for a minimum of one year from the date of initial service. To terminate service, customers must notify CVPS, by letter, at least 60 days prior to the requested termination date. The written notice shall include the date the customer wants Rate 4 service to end.

RATE 5: Transmission Service
Electric power will be three-phase, 60 cycle, delivered and measured at one point through one meter from a transmission line at a nominal voltage of 33 kV, 44 kV, or 69 kV. Customers receiving service under the provisions of this rate shall own and maintain all required transformers, voltage regulation equipment, protective devices, and all associated structures required to utilize the company’s service.

Rate 5 is divided into peak and off-peak hours. Peak hours shall be a period of 16 consecutive hours between the hours of 5 a.m. and 11 p.m. EST (or EDT) each day excluding Saturdays and Sundays. All other hours shall be designated as off-peak hours.

Demand charges are divided into the portion relating to power production charges and those relating to transmission-related charges. RATE 7: Security area & flood lighting
This rate is available to customers with dusk-to-dawn security and flood lighting service. CVPS provides and maintains lighting units of a type and size specified by the company and mounts them on existing company-owned wooden poles. The power for the lights is supplied by overhead conductors.

If a customer requests CVPS to install a pole to support one or more lighting units, the customer will make a one-time payment to CVPS to cover the cost of installation, all applicable taxes and any other charges associated with installing the requested pole. Lights mounted on brackets longer than 6 feet are subject to an additional charge.

RATE 10: Time of day

CVPS provides one transformer or bank of transformers through which to supply Rate 10 service. If customers require additional transformers, they must purchase and maintain this equipment themselves.

Rate 10 customers must stay on this rate for a minimum of one year from the date of initial service.

To terminate service, customers must notify CVPS, by letter, at least 60 days prior to the requested termination date. The written notice shall include the date the customer wants Rate 10 service to terminate.

RATE 12: Primary Service (not available to new service locations)
Rate 12 is available at existing locations where initial service was applied for and accepted prior to Aug. 1, 1987. It remains available to any customer at that location as long as Rate 12 service is provided on a continuous basis.

This rate is for general purposes for the customer’s total service requirements measured through one meter. Service will be single-phase or three-phase as available.

When the maximum demand established during the billing months of December through March shall be 100 KW or greater, the billing demand applicable to billings rendered during the next succeeding 11 months shall not be less than 80 percent of that value.

Effective with bills rendered until March 31, 2008: If the customer’s power factor is less than 85 percent, the right is reserved to use 85 percent of the kilovolt amperes in the determination of demand.

Effective with bills rendered April 1, 2008 and beyond: If the customer's power factor is less than 90 percent, the right is reserved to use 90 percent of the kilovolt amperes in the determination of demand.

RATE 13: Electric load management service (not available to new service locations)
This rate is available for separately metered service at existing service locations with electric storage type space heating or similar equipment that does not require the availability of service on a continuous basis. This rate may not be transferred to a new service location. The rate is divided into two pricing periods, designated as peak hours and off-peak hours:

Peak hours shall be a period of 16 consecutive hours between the hours of 6 a.m. and 12 a.m. EST (or EDT) daily.

All other hours shall be designated as off-peak hours.

Duration of Agreement: One year from the first billing and thereafter until canceled by the customer. To terminate service, the customer must notify CV, by letter, at least 60 days prior to the requested termination date.

RATE 15: Off-peak water heating
This rate is available for separately metered service for electric storage-type water heaters with a capacity of 80 gallons or more. This rate is available at least eight hours per day, which may vary by customer. The maximum capacity of the heating elements connected to the company’s system at any time is limited to 60 watts per gallon of water-storage capacity and an electric current level not to exceed 30 amps.
